After upgrading my phone to ios 7, the apps are buried. How do I get my icons to return to my home screen or second home screen as before. Now I have to go to apps/purchased/open. Too many steps.

If they show as 'open' then they are still on your iPhone somewhere. If you can't find them on your homescreens or app folders, then do they show via the spotlight search screen (swipe the homescreen down with one finger) ? Or have you tried a soft-reset to see if they show after the phone has restarted : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the equivalent of a reboot.
I finally was able to download the two that were at the store but not on my screen. Go to settings/general /usage/delete from usage. Then go back to App Store and tap on the circle with downward pointing arrow.
This should download the apps to your home screen.
