Anyone having issues with locations updating after friends upgrade to ios7?

I have upgraded a few phones here at work.

iphone 4

iphone 4S

iphone 5

it seems that after the upgrade even after logging in to find my firends it wont update.

We have checked the privacy settings... location settings.. and even the background updating settings.

it seems is only will update other peoples locations when thier app is open also.

This used to work in the backgound.

Please tell me there is a fix coming?

this was a helpful app for keeping track of company phones... now it is usless.
