I had the same problem when upgrading to iOS 10. No more dictionaries. Even an extended chat with Apple Support didn't help.

However, I solved the problem, and it turned out to be simplicity itself:

    Go to Settings

    Go to General

Go to Dictionary (near the bottom of the right-hand list)

There you see a long list of dictionaries in many languages.

Tap on the dictionary you want, and it will download. The download circle appears and gradually fills until the dictionary is downloaded. Takes less than a minute. I downloaded six dictionaries, then opened Books to make sure they actually worked. They did. With some words, several dictionaries opened simultaneously.

Note: I had some problems downloading via Mobile, but no problems at all downloading via WiFi.

Note: where earlier I had to double-tap the word, now I have to keep my finger on it for a second. (I suppose that has to do with the "taptic" engine in newer devices. I am using an iPad Pro.

    Good luck.

Thank you. I even checked the new iPad Guide and couldn't find the new method. I'll spread the word. Thanks again.

A few folks have tacked onto a very old thread regarding iOS 7 (SEVEN)!

The best thing for you to do at this point is to start a new discussion with the details of your issue
At top right of any page is "Post > Discussion"

Be sure to tell a detailed Story of what you experienced before and what you experience now.

You say "I tried... but could not fix the problem" - the folks posting just before you did not "fix" anything, they "discovered" a new location for the feature
