I lost my iphone 5 from Delhi India, My question is if, someone format the iphone then can i use my icloud id will work? also if they use with new SIM card can we trace the iphone from IMEI number ?

Hopefully you can locate the iPhone and erase it > What to do if your iOS device is lost or stolen

An iOS device cannot be traced from an IMEI number.

Surely you had a passcode setup so that no one can use the iPhone ...
