I received a $100 gift card when I bought my Mac, and I registered it today and bought Pages for $19.99, so I should have $80.01 left on my card. Yet it says I have $77.61.. Is there tax? Or why am I losing like $3 for no reason

If you are in the US, then the store prices don't include local sales tax which is added to the final total in the last steps of the purchase.
I'm in Canada. I've never been charged tax for purchases. Is it just apps on the Mac store that have tax? Because I've used the app store before on my phone and never been charged tax.
Perhaps you should go look in your Purchases History which you can see in your account details in the iTunes app on your Mac. In the PH there are invoices for every purchase that you have made in any of the iTunes stores and the Mac App Store. You can see this last purchase for the MAS and see what the little more than 2 dollars was for.
