I meant spend the $.98 on a song, and whatever value that doesn't cover, put on a credit or debit card. Ex. a $.99 song with an 8.25% tax would be $1.07 total. You apply the $.98 credit leaving you with a balance of $.09. You put that $.09 on your credit or debit card.

The common way people do it is to contact iTunes Customer Service and request them to zero out the amount. Then you will be able to change country.

Go to ur local apple store or ring up itunes customer service or if that doesnt work ring up apple they should fix ur problem
There are some songs for $.65 just use that. Or you can ask apple to zero your account so you can change regions
