Q: I thought second third generation Apple TV's going to have IL iOS seven apparently not tell me why

IS IOS 7 coming to apple so I can play I RADIO.

    Is iOS comming to Apple?  Apple devlopes iOS7.  It does not come to them, they created it.  iOS7 is for iPods, iPads, and iPhones.  It has nothing to do with ATV which has its own firmware build.  There is an update released today to support the iTunes "radio" service, but that is not the same thing as playing a radio station.
