Why does TextEdit now open to a Open Dialogue and NOT a new window?

This page is wrong: http://support.apple.com/kb/HT2523?viewlocale=en_US&locale=en_US

Step #1 of the page about TetEdit is no longer true! Now when I open TextEdit I get an Open File dialogue instead of a New Document. WHY?!?!?! $%@%#^@&&@^#^

It is a pain in the butt to have to hit New Document every time when a new blank document used to just appear the second you opened TextEdit.

Another stupid "improvement?"

Thanks very much. Glad to hear Mavericks has app by app selection. System wide was an idiotic forced choice. There should just be an option in TextEdit, check box, "Always open new doc" or "Remember my choice" - but Apple no longer thinks things through post-Jobs, what with my list of 30 critical functional bugs in iOS7 that are still unresolved after 4 updates. So sad the quality direction Apple has turned.
