iTunes Radio not working on iPhone 4

I recently download the new iOS 7 to my iPhone 4 and the Radio is not allowing me to add stations or stream music. I am connected to Wi-Fi and I live in the US. The message that I get when trying to create a station is "Unable to Create Station". There was a problem creating this station. Try again later.

I have done a hard reset and a soft reset and that is still not working for me at all. Can someone please help me with this?
