Q: Why is apple asking for my billing information when I have money on my account

I have $35.95 on my apple account and it is asking me for my billing information but I don't want to give them that because it isn't necessary.

    When making purchases, content credits are used first, followed by Gift Certificate, iTunes Card, or Allowance Account credits; your credit card or PayPal account is then charged for any remaining balance.
