Question about Touch ID and rebooting the phone

I know Touch ID can be disabled as it's optional much like a pin code, but there's 1 thing that botheres me.

If I want to reboot the 5s, but without Touch ID/PIN Code enabled, does it ask for a Pin code, or it just boots up normally like a normal iPhone?

Because a Wikipedia article said when you reboot it asks you for a PIN Code....
