Sep 26, 2013 12:02 AM in response to kepardueby enigmakv,Same issue for me! Updgraded iPhone and iPad to IOS 7 on Wednesday, 18th. Soon after noticed that Numbers was not syncing up changes to iCloud.
Troubleshot my end all weekend to no avail. On Monday, 23rd Sep, I tried to get into Numbers on iCloud.com and was booted back to a login screen repeatedly.
Apple Support returned my call on Tuesday, 24th. After tech put me on hold several times he confirmed that this was a known issue to a subset of AppleID's and mine was on his list as being affected.
No timeline for a fix was known.
Today was Wednesday, 25th. One week with no document sync and it is still not working.

Sep 26, 2013 2:02 AM in response to kepardueby amcleod82,Exactly the same for me too. First noticed the problem on Saturday 21st.
I phoned Apple Support (who have been very helpful in keeping me updated), who confirmed my documents were in a 'locked' status. It was escalated to the Apple engineers who came back saying that they are aware of the problem and are working on a solution. No solution is known at the moment unfortunately.

Sep 26, 2013 4:36 AM in response to kepardueby Woodiah,Add me to the list, unable to sync since 19 September... took me till 24 September for someone to acknoweldge it was a problem... a "known" problem and they are "working on it". Caused a bit of a a headache one a business trip at the beginning of this week.

Sep 26, 2013 5:01 AM in response to kepardueby CharlieSi,It's great see more people posting that they're have the same issue. Again, the best thing you can do is to call 1-800-MY-APPLE and report the issue to iCloud support.

At this point it sounds like Apple's Engineering team knows about the issue and a fix is in the works, but Apple needs to know the magnitudue of the issue. I'm still shocked that thier icloud System Status is all green:

pages/keynote on icloud.com log me out.
anything under "data & documents" are not accessable.
tried to delete each saved data under "data & documents" section were unsuccessful.
3rd party games/app that use icloud to sync multiple devices give me blank or new data.
I don't know how long this had been. I just noticed it today when I realized my level 37 pocket planes went back to level 1.

Sep 26, 2013 11:51 AM in response to wliang983by arcterex,I chatted with a senior support guy at Apple today after finding some log file messages that seemed to indicate that my iCloud had been locked, thinking maybe the ia writer syncing issues were a global iCloud syncing issue.
The logs (in ~/Library/Logs/Ubiquity/<username>/) looked like this:

(This last message is after creating a new document in iA|Writer on the desktop)
This is apparently a known, being worked on issue by Apple, with no ETA for a fix (maybe Monday he figured, along with everything else they are doing it's hard to tell). It sounds like it's maybe one or a few of the iCloud servers having the issue and locking out a few accounts somehow (I assume for syncing any or all third party app data, as contacts/calendar sync seems to work fine).
Hopefully this info will help you guys out.
TL;DR - It's a known issue affecting a few accounts at Apple, and it's being worked on.

Sep 26, 2013 12:04 PM in response to toph.allenby Kathryn Jensen,I sent an email to Tim Cook about the system status page not being updated. Got a call back from Corporate Executive Relations. Executives at Apple are aware of the iCloud ubiquity account locked issue, and that the system status page isn't reporting any issues.
No timeframe on when either problem will be resolved.

I was using iOS 7 from beginning. So why is this problem now? I have another problem, in August I dont know why, but my Numbers files were deleted from iCloud. And I don't have Time Machine backup because I had some problems with MyBook Live -> restore. And what is the content of Numbers files? Invoices :/
And now? I am really dissapointed about iCloud. My trust is broken :/

Since it's an iCloud locking issue, I wonder if it is related to people updating to iOS7, and that having issues logging in? I guess there just isn't any consensus at the moment. Anyway, it happened just after midnight 23/09/2013 local time for me)
It's a shame it takes a certain critical mass of users to be affected before anything moves, because bugs like this are terrible for those afflicted (currently having some issues with a Mountain Lion Time Machine bug that actually causes it to not back up teh system - which is a major deal!)

I logged into iCloud.com to find that Pages and Numbers are back to work now. But The iCloud syncing in my 3rd party Doc apps (PDF Expert and Documents from Readdle) of iPad still does not work.
