Apple Event: May 7th at 7 am PT
After installing iOS 7 on my iPhone 4s, I cannot use Safari. A blank screen opens but none of the icons or 'buttons', eg. to open a website from bookmarks, works. The screen stays blank and nothing happens when I touch commands.

Close safari and
RESET DEVICE
Hold down the Sleep/Wake button and the home button together until the apple logo appears (ignore the ON/OFF slider) then let both buttons go and wait for device to restart (no data will be lost).
Then open safari again
After I sent my question I went to Settings/General/Reset and a dialogue box popped up asking me if I wanted to reset 'service connections', or something like that. I hit 'yes' and then I was able to use Safari. Maybe this reset the data connection with my service provider.
I followed your instructions just now; maybe the solution you suggested also helped, I'm not sure.
