You may want to try removing the device from your account using iCloud.com. Take a look at the article below for more information.

Jan 19, 2014 6:34 AM in response to griff wby evens194,★HelpfulI have almost the same problem; I forgot the passcode to my iPad Mini, but when I'm trying to restore it in iTunes, I'm just told that I have to turn of "Find my iPad", which is obviously impossible. However, when I try to remove the iPad from my iCloud account, it just says that it will be deleted when connected to wifi. Which the iPad is not. And will not, since I can't remember the passcode. So this is an evil circle, and I'm just clueless. Any suggestions? All will be highly appreciated :-)

Aug 8, 2015 4:52 PM in response to evens194by TonyR.73,I have the same problem. I need to factory restore my ipad as otherwise every time it reboots it thinks I've just done a IOS update and goes through the setup. Anyone found a solution to the problem of being unable to turn off "Find my iPad"?

Aug 9, 2015 5:39 PM in response to brytheguyby Philly_Phan,Power off the iPad. Keep it off. There is a timer that's somewhere around 24 hours. When that timer expires, you can use any computer to log into iCloud and remove the iPad from the "Find my" function.

I had the same problem and the solution that I found was to put the iPad into recovery mode by doing the following:
1) Without iPad connected to PC/Mac, Power off iPad (Hold Wake/Sleep button and swipe to power off)
2) With iPad now off, connect iPad to PC/Mac while holding the Home button down at the same time. Do not release the Home button until the iPad's display shows a picture of a cable and iTunes logo.
3) Now go to iTunes. It will say that a device is in recovery mode and must be updated and restored. Just go ahead with the process.
NOTE: In following this process, the status of 'Find my iPad' will be ignored and your iPad will be restored as normal.
WARNING: You will be RESTORING your iPad so make sure you back-up the device prior to initiating step 1 as this should not require Find my iPad to be off.

Mar 4, 2016 4:12 AM in response to Denzel Bby deanmellis,This worked for me. You always have to log in more than should be necessary during these things but I didn't have a password issue. My issue was that Find My iPad wouldn't shut off with my correct password.

Mar 11, 2016 6:30 PM in response to Denzel Bby pmeyers7,Thanks, this fixed my problem (my 3-yo locked our newish iPad 4 Mini). I had to go into iCloud and turn "Find My..." off first, but then the reset trick worked. Gotta restore everything, but better than a useless $500 device.
