The free downloads are only for new devices activated since September 1. This is not for all people that install iOS 7. You do not qualify with an iPhone 4S.
I just got an iPad mini Retina for Christmas and activated it on Christmas eve (Dec. 24), and I still can't download Keynote fore free. How come?
You must download it from the App Store on the iPad.
