Trying to download IOS7

Trying to download IOS7, my Iphone4 only wants to download IOS613 , which is no longer availalbe, so I get an error. How do I get IOS7? Am hooked up to itunes, but can't seem to be able to get the IOS download. Can update every other app but the IOS.
