Q: I can not restore because I can not turn off Find my Iphone

Hey, my name is Bryan and I am so upset. I forgot my  iPad passcode, but when I tried to erase the device from my iCloud by going into "Find my iPhone," I could not because I did not turn on find my iphone on my iPad. Is there another way on which I could erase the device ? Or something else so I can reactivate my ipad ?

I recently brought a second-hand IPhone 5s and after i factory rest the IPhone, i cant not set up the phone because it tells me to put the apple ID in of the original owner or to access ICloud to turn of find my iPhone.

but i have no way of contacting the original owner and i have taken it to an apple store and they said that the cant not do anything about it.

what do i do about it?
