Safari in IOS 7

Does anyone know why I can't use 3D tabs in Safari on my iPad but I can on my iPhone 5? I have "Open New Tabs in Background" turned off in Settings. The setting in my phone is named "Open Links" with 2 options, which are "in new page" or "in background" and it is set to open in new page. The 3D tabs work fine and they can be closed by swiping off the page, not so on the iPad.
