Forgotten Restrictions Passcode Help
You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

Yon need to phone Apple Customer Services in your country. The phone number can be found on Google.

Sep 21, 2013 12:42 PM in response to Kimberlycherriby wjosten,If you have Find My Phone turned on, you won't be able to use a computer to restore your phone without first turning Find My Phone off...something you can't do if you can't remember the passcode.
You'll have to login to iCloud.com & erase the phone. Then restore from backup, if you have a backup.
