Deleting background apps

How do you delete apps running in the background?

Some of them use a lot of battery power. Really, doesn't anyone

Check these systems before they are released to the public?

This solve my problem with background APP'S, thank you very much for responding so quickly. You have restored my faith in Apple. Would you by chance know how to remove the icons for updated APP'S in the Itune APP? It doesn't seem critical, but it is very annoying. Again thank you for quick response.
