how can i block unknown callers

Or better still, why doesn't Apple pool all these blocked #s and let us choose - if more than x other people blocked any given #, then block it for me also! (Ooma does this - its great - rarely get telemarketing calls on our Ooma line.)

Because, if the caller ID information doesn't get sent to your phone, as is the case with an unknown caller, Apple doesn't know who to block.
It may sound confusing, however I followed the steps provided by Tom423 (IOS 10.1.1) and it worked, please note that I was trying to block an "unknown caller" therefore did not have any specific phone number to target, guess it's at least worth the try...
I don't know how long ago it was but I had a few phones that had settings to block no caller ID/unknown caller calls. Maybe it was before I switched to Apple but it can be done without going through your carrier either on an old version of iOS or android. I haven't owned an android phone since the iPhone 4S came out and I switched so I can't confirm if the feature is still available on Android but if it can be done on Google then it can he done on iOS.

The only issue with this is that you don't get notifications from messages, E-Mail, any other app. It turns off all notifications.
Correct. That has been mentioned many times in this thread. It's a carrier issue.

There is no number to block with Unknown Caller.
Mr number does have an iPhone. It doesn't block unknown callers at this time though.
