No. It wouldn't help retrieve existing photos from the iPhone anyway, because the phone uploads only photos taken after Photo Stream is turned on.

Jul 15, 2014 10:55 AM in response to elmascojinesby markwmsn,You can activate Photo Stream on your computer from your computer, but that won't affect the status of Photo Stream on your phone. It would need to be active on at least two devices to mean much of anything.
If, as you say, your problem is similar to the original problem in this stream ("My phone is not working."), your phone may be a brick and not controllable nor accessible from anywhere.
If your phone will power on but has some screen problem that makes it difficult to use (broken display or inoperative touch screen), you may be able to recover some information by tethering it to a computer with a USB cable. Photos are usually easy to offload with Image Capture (supplied with recent versions of OS X), iPhoto, GraphicConverter, or similar programs. That's accessing the data on the phone, not controlling the phone.
