The three steps I recommend are:
1. Check Settings > Messages > MMS Messaging = "On".
2. Check Settings > Cellular > Cellular Data = "On" and Settings > Cellular > Enable LTE = "On"
3. Log on to http://www.attwireless.com (or phone 611 from your iPhone) to check that your AT&T wireless account has MMS authorized.

mms is on, cellular data is on, enable lte is on. im now calling att again :/
they went through all the problem solvers again. Im stll getting the message "you are not subscribed to a cellular data service"
They checked once again and I do have data on my active plan.
