I changed out my 4 for a 5c and now I can only use wifi, send reg txts, and call. I have talked to att and apple both made me do all the normal problem solving and still can't tell me what is wrong. they both say is the others problem.

The three steps I recommend are:
1. Check Settings > Messages > MMS Messaging = "On".
2. Check Settings > Cellular > Cellular Data = "On" and Settings > Cellular > Enable LTE = "On"
3. Log on to http://www.attwireless.com (or phone 611 from your iPhone) to check that your AT&T wireless account has MMS authorized.

mms is on, cellular data is on, enable lte is on. im now calling att again :/
they went through all the problem solvers again. Im stll getting the message "you are not subscribed to a cellular data service"
They checked once again and I do have data on my active plan.
can't send a pic txt or use 4g on 5c
