Actually, no you don't.
The iCloud Control Panel is for allowing your PC to sync with iCloud.com.
Your iPhone already has everything it needs to sync with iCloud.com once you login to iCloud in Settings. You don't even need to own a PC for your iPhone to sync with iCloud.com.

It is however helpfull to have t on since it enables you to fast jump to folders or icloud.com logged in.
so its useful on my PC, although I dont use outlook or addressbook on pc ever.
