when I play music videos on my itunes it hesitates at the same place on every video

WHen ever I play a music video on itunes(self made or purchased) the video image hesitates at 9 seconds. Thius curse has followed me from every remake of my library as well as to a brand new computer. I have no idea what is happening. I have tried all the steps I have found on here and on their help area. turning off all enhancements, direct video, all of it I can find. Has anyone ever had this problem? I am desperately seeking a solution. I also watch my videos on appleTV but there seems to be no problem on there, only on the PC.
