I also am having the same issue. Since iOS 7 upgrade, am receiving the error code 1007 and will not open. No changes to DNS, other apps will open using the wifi, only netflix reports an error. My date and time is reporting fine.
There is a solution in another thread which works for many people and me.
In IOS 7, safari configuration was updated and it block cookies now by default. On IOS 6, it was not blocked by default.
Go in Settings -> Safari -> In the privacy & security section.
Change Block Cookies from "Always" to "From third parties and advertisers".
Then, make sure to close Safari and Netflix so that the new configuration take effect.
Then it should work if you had this specific issue.

Netflix initially worked on my iPad 3 after i upgraded to ios7, however I just installed netflix version 4.3.1 and now I can't get any streams to activate in netflix. I select a show and hit the play button but the show won't start. Any ideas?
The settings for Netflix authentication are independent of Safari settings.
A simple uninstall and reinstall should actually solve the issue (why that is I am not sure).
In iOS6 and iOS7 I have "Private Browsing" and "Always block all cookies" configured on my iPads.
But if I tell you that the only change I did between several failed attempts to lauch Netflix and enabling the cookie that make it work as several people confirms that it fixed their problem...
Respect to your devevelopper skill but for other people they might try it as it is easy and quick to do to see if it resolves their issue.
To clarify: I'd first uninstalled and re-insalled the Netflix app. When that didn't work -- login was still failing on application launch -- I looked for other remedies. I found the Safari cookie setting suggested remedy here. I followed that suggestion and Netflix was able to launch and login successfully.
FWIW -- Since updating cookie settings on Safari, the gMail app is also working correctly. I had not previouisly deleted and installed that app.
I just encountered this problem as well. iPhone 4s, ios7.
I tried the cookie solution, didn't work.
Reinstalled Netflix App, didn't work
Reboot phone, didn't work
Called Netflix: they said to change my netflix account password and to NOT use caps or symbols. (wow, bad security). I did this and it worked. Logged into the netflix app no problem.
After installing ios7 my netflix wouldn't open...just the red screen. I fixed the issue by enabling cookies in safari. Here are the steps: Settings>Safari>Block Cookies>Never.
Works fine for me on an iPad and iPhone.
Have you deleted/reinstalled the app?

Enabling Safari cookies worked for me
Cookies must be ENABLED for Netflix to work. > Settings>Safari>Block Cookies>Never. You're done ..enjoy Netflix:)
