Double click on the Home Button, and swipe up and off the screen the App you wish to close.
I'll try to provide an answer that addresses your stated concern, that being power consumption. Forcing apps to close may only have a negligible effect on power consumption as thay are not using very many resources in multitasking. Most of the resources including data and power are being consumed in Settings > Notifications and Settings > General > Background App Refresh.
Apps that are shut down in multitasking are often still in constant operation in those two areas.
