Q: Can't access control center from home screen

I cannot swipe up and bring up control center from inside the program, I can access the control center from the locked screen.

iPhone 5, iOS 7

may require you to swipe up twice: once to reveal the handle for Control Center, and a second time to reveal Control Center.
