Why can't I scale down pictures for wallpapers on iOS7?

Why can't I scale down my pictures for use as a wallpaper? I used to be able to, but that stopped working with the iOS 6 update. I try to scale it down, but, as soon as I let go, it scales right back up like what I want doesn't matter. I was hoping 7 would fix it, but it still won't let me scale down. It's a minor thing, but it's very irritating.

This was broken with iOS 7.0 and is still broken today, Nov 29, 2017, with iOS 11.

Apple broke the Move & Scale code with iOS 7. It worked with all previos iOS versions. I suspect someone close to Apple is profiting off of an app to fix this problem so Apple will not fix it.

Very frustrating that I can’t see the full side view of a Porsche GT3 on my lock screen. All I can view is the door. Nice job, Tim Cooks Apple.

The only fixes are download an app that sets th lock screen and wallpaper for you or take a screen shot of the picture and use that.

it is absolutely corrupt that Apple refuses to fix this. It’s been four years and over 25 issues of iOS. They know it doesn’t work. Ive reported it via feedback and Apple senior advisors on the phone since it happened.

I was able to move and scale my wallpaper by turning off the parallax motion.

Go to Settings > General > Assessibility > Reduce Motion "set to OFF"

Next, in Settings > Wallpapers & Brightness > Choose Wallpaper - you should now be able to "Move and Scale" the photo that you've chosen for your wallpaper.

After you've SET the wallpaper, you can go back to Parallax motion by turning Reduce Motion to "ON".

As some already noted, it seems like "reduce motion" ON has better results for me. Couldn't properly resize, BUT I COULD see more of the image with this setting "ON".

The ONLY thing that actually worked is the "quick fix" someone else noted: simply take a screenshot of the image you want to use. For some reason the screenshots ARE scalable/moveable (at least for me).

The screenshot captured stuff around the image i did NOT want; but since I could resize/scale, I was able to get just the parts of the image I wanted.

Hope this helps; because this is very annoying. I like to change my images almost daily.

After reading numerous comments and related helpful instructions and then breaking my head over the issue I finally came up with some sort of a compromising solution for my Iphone 5c (which as you know runs on iOS7 by default) :

- Edit/Crop your photo or image to the desired effect and save it

- Open the photo/image and tap it for fullscreen display

- Then take a screenshot of the photo/image (it saves autimatically in Albums under Camera Roll)

- Now you can simply open the image, tap on the upload icon at the bottom left of your screen, scroll right to "Use as Wallpaper" at the bottom and tap on it. Then tap on "Set" on the displayed image (no need to "Move and Scale")

- Voila! You have almost as good as the original image, appropriately resized, set as your wallpaper .

Hope this helps.
