Q: why do apps have to keep running after use.
Why do apps keep running after use.fed up of doble tapping home button to switch them off.Plus with ios 7 they swollow battery.

Multitasking has been supported on iOS since long before the current version. As you note, you can quit apps manually if you choose.
iOS does however intelligently manage apps running in the background to conserve battery and limit processor usage; not all mobile operating systems do this, but iOS does.
For example, when you double-tap the home button to bring up the app switcher, whilst you can swipe through apps you have recently used they are not neccessarily all 'running'; many will be 'paused' and will not be making use of the processor or be draining battery power.
What's new in iOS 7 is the 'background-app refresh' feature that allows apps to download updates and perform certain other tasks in the background. This will use some battery life, however the OS is smart enough to learn at what times of the day you check or open your apps, and can ensure that those apps only update in the background in time for when you open them.
You can disable this feature on a per-app basis, or switch it off entirely, by tapping Settings > General > Background App Refresh.
