pepms: went back to 2.1.2, got more pics...but not all; went back to 3.0, got 70 (out of over 200), then ZERO
For everyone, update on my 3 week case.....response from Engineers: try a different network...meaning take your laptop that has Vista or higher to somewhere where you can get wireless....(or take your PC ) to a different network server and see if iCloud works there....or try iCloud on someone else's computer)....if iCloud works, then it is YOUR computer (and not 3.0). Or, reinstall your PC operating system.....since most people are not having problems with Vista, Windows 7 or 8 and iCloud 3.0...... My case is still open....I'm taking a Photostream "Vacation".....

Oct 23, 2013 2:04 PM in response to TCB64by zibiksior,I have installed iCloud Control Panel on fresh Windows 8.1 installed 2 days ago so reinstalling operating system is not helping... Funny is that before formatting my computer iCCP was working for me on win 8 and after update to 8.1 it was working too. I have installed win 8.1 from MSDN iso file so didn't made an update. Maybe for me, in turn, there are compatibility problems with win 8.1. As regards checking is it working in different network I'll check it tomorrow at school.
What I want to add more unfortunatly it's not my first problem with iCCP. After win 8 premiere I was also having a lot of problem with PhotoStream. Apple software starts to annoy me very much lately and I don't thing that my next phone will be iPhone because iOS7 also is a crap... At least I won't have any problem with backing up my photos on windows...

Oct 24, 2013 2:08 PM in response to Alex Ieongby icngacsn,@fonatig & @konfusionstar because Apple support were sooooooo unhelpful (do not even acknowledge there is a problem) I downgraded from 3.0 to 2.1.2. I found the link for iCloud 2.1.2 using Google. Here is the link:

HOWEVER it did not work for me. I am using Win8.1. I unsintalled 3.0, restarted, installed 2.1.2, restarted, configured 2.1.2, and restarted again. "My Photo Stream" is no longer empty, but it does not update with the new photos I've talken since this fiascio with 3.0 started.
I'm now using ShareFile to synchronize the photos on my Mac(s) and my Windows PC since waiting for Apple to even acknowledge a problem on Windows is likely to be months.

Oct 24, 2013 2:44 PM in response to Alex Ieongby robinson1270,I've paused the syc on Dropbox, logged out of iCloud, logged back in and everything has updated. It seems it might be a bandwidth problem, or Dropbox just swamps the machine. I'm testing some settings alterations on Dropbox to see if it helps.
I also have Google Drive synching but that isn't cauing a problem, at the moment.....

Oct 24, 2013 2:45 PM in response to fonatigby TCB64,I did try 2.1.2 again...while it did populate more pics, it did not populate all of them, or new ones. Went back to 3.0, similar, random pics populate. I'm consulting an independent person and will let you know results soon.

I'm on windows 8.1 and iCCP 3.0. One defect of this solution is that you have to delete all photos from your photo stream... I don't know how many photos will sync but I tried make some photos and they download to my PC.

Oct 25, 2013 4:49 AM in response to Alex Ieongby BRDell55,I had a problem with my new Windows 8.1 Dell. My other devices, including computers with the Icloud Control 3 were working except for this one computer.
I read quite a few of these responses, then decided to uninstall and reinstall the control panel. It wouldn't let me at first because it said I did not update the profile in Outlook. I had downloaded Office 365 trial but I knew I woiuld not use it. Anyway, I uninstalled Office 365, and then uninstalled and reinstalled the control panel.
It seems to work fine. I think my issue was caused by photo stream wanting to update my profile on Outlook even though I did not use Outlook.

Oct 27, 2013 8:17 PM in response to fonatigby konfusionstar,I uninstalled icloud 3.0 and went back to 2.1.2 and this did not work. 33 out of 720 photos showed up and they were random old photos. I also turned photostream off on both my iphone5s and ipad. I turned both back on and they synced fine with each other, but still just getting random photos on my PC photostream folder. I have tried every suggestion in this forum and none have worked for me, grrr. This is getting frustrating.
