Cellular Data Settings

I'm not sure I completely understand the cellular data setting in IOS7. When using facetime it seems to default to using cellular data even when connected to a network. Anyone know why? I don't remember having to mess with any cellular settings in IOS6.

The result of this is a very erratic connection in facetime. Voice cutting out all the time, even had a loud echo during one call.

Anyone else having this issue?

Do I have to remember to turn off cellular data when making a facetime call while in a wifi network?

I may need to clarify my earlier post. I don't think my iphone 4S is defaulting to cellular data usage when connected to a wifi and using Facetime, I think it may be defaulting to 3G. I have now turned off all cellular data on the phone when connected to wifi, Facetime seems to be working better today. Just not sure why I have to mess with a setting I didn't before upgrade to IOS7??? Could the problem be my modem? It's very old.
