iCloud is designed so that one account is used by one user to keep all the person's devices in sync. It is not designed for multiple users, since they would have access to each others emails and other data, and any one user could delete or edit any of the data and this would propagate to everyone's devices - not what users generally want to have happen.
If a user is using your account, they should get their own account and disconnect from your account.
Note that this does not mean they can't all use the same ID for the itunes store account, they can and thus share purchased items.
To create a new icloud account, go to
http://www.apple.com/icloud/setup/
Once they have a new account, they should go to Settings>icloud, scroll to bottom of screen and tap Delete Account. This only disconnects the device from that account, no data is lost on icloud. Then enter the account ID that you want to use.
