So, if you get a call on your locked phone (the most common situation) we all lost that button, and you've now got to put more wear and tear on your Sleep/Wake button (known to not be very robust in the first place) by tapping it twice.
Why they removed the on-screen button that was extremely useful is beyond me. A lot of changes in iOS7 appear to be "just because".

Decline button is removed when the phone is locked,for one simple and very clever reason: When the phone rings,while reaching for it in the pocket,you may very easily press the decline or answer button. Therefore,the call is either declined or accepted even though that was not the intention. That's why you have to SLIDE to answer. You can't slide by accident. When the phone is unlocked,which mesns in your hand,there IS a decline button. Try it.

I hate that when I am on a call I cannot put the call into the voicemail. DECLINE is so much more effective for the crazy people that call back to back every 3 seconds. Please bring it back, Please.

Correction. The decline only display if the Phone not locked.
This is the correct answer. For some reason they decided iOS7 doesn't need it when the phone is locked. I've just been pressing the button on the top right hand corner to silence my phone when I don't want to answer.
If you're frustrated with the missing button, suggest to have it show up at all times.

I never thought of that. I guess that is the most reasonable explanation.

I need the decline button as I receive so many calls and have the voicemail. I do hope that Apple repair this problem. All phones even the real cheapies have this option.
