If you are an existing iCloud Mail user with an @mac.com or @me.com email address, Apple has reserved an @icloud.com email address for you. You will receive an @icloud.com equivalent for every active @me.com or @mac.com email address or alias that you have as part of your account.

Note: No matter which address you choose to send email from, you will continue to receive all email sent to your @me.com, @mac.com, or @icloud.com email addresses directly in your iCloud inbox.
So no @me.com and @icloud.com go to the same inbox.
I would first check in Settings > iCloud to see if the Mail option is turned on.
