I downloaded the new ios7 softwear successfully, but when I go to iTunes Radio under music it says Network Unavailable. I checked the settings and iTunesis using Cellular Data. So why doesn't it play. It plays perfectly on my laptop.

Here are a few things to try:
Sign out of the iTunes Store account in Settings > iTunes & App Store
Quit the iTunes app:

Then restart and/or reset the iPhone:
iOS: Turning off and on (restarting) and resetting

If you have tried those two things, refer to page 146 in the iPhone User Guide to Reset All Settings:
