iTunes Match is not working on my iPad mini.

iTunes Match is not working on my iPad mini. I've been trying to access my library for 2 days with no success. The cloud picture appears and the blue bar never even starts to appear. Tried turning iTunes Match off and on again but the problem persists. I am based n Hong Kong. Anyone else having similar issues and did you find a fix?
