I'm having the same issue, too. I first encountered it when I bought my 5S and restored an iCloud backup to the new phone. Nothing would save to my Camera Roll ... new photos, saved photos, screenshots, nothing. I ended up having to set up the phone as new and rebuild from there. Well, the same **** thing just happened to my iPad when I had the latest update (7.0.4) crap out on me. I restored from backup and my camera roll was gone and no pictures would save ... exactly like the phone did. I begrudgingly reset the iPad to new and the problem persisted. Rather than have a screwed up Camera Roll and not have any of my settings and data, I reset AGAIN and restored from a different backup. The issue with the Camera Roll remains. I'm hoping to find a fix or that maybe Apple will build a fix into the next incremental update. In the meantime, I'm an increasingly disgruntled iOS user. For a company that prides itself on "it just works" ... well, it ain't working.

Have you considered taking it in to an Apple Store and having it checked... you may have a hardware issue.
No, because I've had the same issue on two different devices (iPhone 5S and and iPad 3) and both only happened after the release of iOS 7 and a restore from iCloud backup. Something's broken, but I'm pretty sure it's not the hardware.
