ipad mini with serial #F4***193 was stolen and/or lost

If you have a brand new ipad and don't get a chance to turn on FINDMYIPAD what other ways do we go about finding our lost or stolen item other than placing an ad in craigslist?

ipad mini with serial #F4********193 was stolen and/or lost as the thief/was friend would like me to believe! I know who is responsible for its "disappearence"!
