How do I delete an old inactive Apple ID.? It keeps asking me for a password but the id is inactive so it won't accept. I can set up I cloud on my new ID

You can not delete an Apple ID. It is asking for the password because you have an app on the devices trying to update that has been purchased on the old Apple ID. Purchases are permanently linked to the Apple iD that they were made on. To resolve this you need to delete the app and download/repurchase it with your current Apple ID.
You can't delete an account, all you can do is remove any personal info from it (e.g. payment details : Change or remove your Apple ID payment information - Apple Support ; and turn off any subscriptions : View, change, or cancel your subscriptions - Apple Support) and stop using it (so delete all of its downloads)

Assuming that you've only downloaded an app on one account, look at your accounts purchase histories
but if we have to keep the data like if we delete an app then the data will be lost so how can we save the data
What sort of 'data' ? If documents or files copy them out of the app and then copy them into your purchased and downloaded copy of the app

What if I don't know which App I purchased what with? I had an iPhone4 and when it broke, I moved on to a series of about 3 or 4 Android phones before finally coming back to an iPhone 6+ 3 or 4 years later. When I got my 6+, I could no longer remember the original ID/password combination so I created a new one. Why is it not possible to simply delete the "new" ID when what I am concerned with is all of my music etc that I purchased years ago with the old ID?
Not helpful. You are not listening. iPad will not accept the old password so I can't get into iTunes with the old ID. I tried "Forgot Password", but I'm forced to create a new password and that password becomes attached to my NEW ID instead.
You can't delete an account (only iTunes Support can potentially delete an account, which would obviously also delete its purchases). If you don't want to use an account remove any personal info from it (e.g. payment details) and stop using it (and log out anywhere that you are using it) - any apps (and music etc) that you downloaded on that account will remain tied to it, so if you don't want those apps still linked to the account delete them and (if you still want them) buy and download them on the account that you now use.
Great idea, but iTunes on my computer won't accept the old Apple id & password combination. It actually noted that my old Apple id was not a valid id. But my iPad keeps asking for the password for the old inactive account. Way to make a new iPad attractive!
