YOu can't resize at the moment. If you go into your settings and wallpaper and choose your image from there you can move the image around to get the part you like best.....presuming that your picture is bigger than the iPad's screen.

For example, a 4000x4000 pixel image will have more wiggle and maneuver room than a 2000x2000 pixel image

If this is indeed a glitch, you may just need to find a wallpaper to tide you over until it's fixed.

Skydiver119 is Right it is all about resolution sizes allowed. Whilst on background The Ipad does not stretch the picture in Landscape mode anymore.

It is a problem that you can enlarge but not shrink photos as you could before.BUT there is a long winded way to achieve your goal...In Photos select albums, then select the album with your photo in. Keeping icon photos on screen Ensuring photo you want is on screen take a snapshot. Go to camera roll and select the photo you just took. Enlarge the photo you require by pinching out until you have a border about 2" top and bottom and 1 1/2" on sides take another snapshot.Go To Camera Roll again and select this new photo you have taken and use it for background screen. You can now move and scale to give you full screen photo. Once done you can then delete the camera roll photos they are no longer needed. It's a pain but until Apple fix this it is the only way i have found of doing it..Trouble is when you go into Landscape you will have a border on the sides.

I was having the same problem and playing with it a little I found that if you hold your device so the screen is up and down (home button is on the bottom, camera on top). Go to your pictures tap on the picture that you would use for your wallpaper, tap it again so all you see is the picture ( so the # of # doesn't show) take a screen shot of the picture ( make sure your device is up and down, or it won't work) go to the settings>wallpaper&brightness, choose the picture you took a screen shot of and you should be able to resize it.
