My icloud storage used shows that it is well under 5gb, but I received an email from iCloud <noreply@insideicloud.icloud.com> which tells me "You are currently using 10.49 GB of storage." Why the difference?

The email address is the giveaway. Apple does not send emails from an iCloud account, they would send it from *@*.apple.com, their own primary domain address.

Open System Preferences > iCloud to see the amount of used iCloud storage you have. Apple never sends emails from @icloud.com addresses as Michael said, so that's why it's not legit. See > http://support.apple.com/kb/HT5527

I've checked the used amount and it is definitely about 3gb, that's no issue.
Not to argue the point, but I've had emails since last year that are from icloud.com.
Here's an example perfectly addressed to me, from nearly a year ago, from iCloud <noreply@icloud.com>;

Strange. If you didn't use MobileMe, this is spam, but if you used it, maybe Apple used a @icloud.com address. Anyway, you shouldn't go to any website provided by a link that Apple provides and doesn't come from a @apple.com address
Sorry Edgar, but nothing about that header looks "legit" to me. NONE of those address domains relating to the sender look at all like anything that would indicate a legitmate email from Apple Corp.
As I said, Apple owns apple.com, they do not use their own customer services like iCloud to send official emails from.
Okay, never seen one from @icloud.com yet, so that's a new one for me. Still, I would find it odd that Apple would send me an email stating to decimal places exactly how much storage I was using. Perhaps a message saying my storage was "full", but not specifing such a specific amount.
So again I would say, never follow any embedded link in any email, ever. Open your web browser and type in the URL of where you know you need to go to actually check your account information. That way you cannot be redirected to a phishing site, and you can indepently determine if there is anything you need be concerned about. Even if you find something, then call Apple or get contact info from the web site and follow up, do not use anything in the email, do not reply to it either.
I just checked back and have several, innocous emails sent to me from @icloud.com such as this one, when I was locating a device, so I do believe the @icloud.com is a legit "from" address:

Agreed, it appears so, but @insideicloud.icloud.com doesn't look very "corporate" to me.
I think whenever you get an email about any accounts, services you subscribe to, an online ID you use, and so on, that a little paranoia is a very healthy thing.
Always verify things independent of the actual email to be safe.
Maybe outside the US Apple uses @icloud.com.
