is it necessary to upgrade iCloud storage?
with the downgrade happening soon I'm just wondering if it is necessary to pay for the 25 gigs or fine to go without?

That depends on how much space you are using in your iCloud account. Check Settings>iCloud>Storage & Backup at the top to see how much space you have left, then you'll know what size account you need.
