My fiancee is having problems with messaging, she's not able to receive or send messages at all. Settings are ok, same as on my iPhone 5 which is working just fine. Tried already restoring the phone but it made no difference.

Nope, nothing to do with carrier. Everything worked perfectly before iOS7, now messages get stuck at 90% progess while sending, not depending whether sending as iMessage or SMS. Already erased and restored the phone, didn't help any. This is really frustrating, nothing seems to work. Didn't have any problems with iPhone 5 after updating but after updating the 4 it's really glitchy.
What did you carrier say, when you called them about their feature - SMS?
Why would I ask them if before updating there never was any problems? And these two phones are on same carrier, other is working fine, other isn't. This is an iOS7 issue, not a carrier issue and it affects ALL messaging, not only SMS or iMessage.
So be it, not sure why you wouldn't contact your carrier. As the ability to send/receive text is a carrier feature.
Especially if you already reset and restored your phone.
How about the same behaviour with iMessage which is an Apple feature and has nothing to do with carrier? Wifi is on and works just fine using Safari, App Store etc.
I just can't see how carrier could have any part in a situation where the phone works fine on iOS6 but an hour later updated to iOS7 stops working while another phone on the same network is functioning ok.
So you went thru the apple support link that I gave you and still can't text.
Then you restored and reset the phone and still can't text.
Call the carrier - ?
Look I've been giving you some troubleshooting tips, that I would give anybody else who is having issue with sending text message.
Your last resort after doing all the fixes would be to call the carrier.
Call your fiancee carrier and see what they say.

Got the situation solved! Nothing else helped but installing the phone as a new iPhone. Restoring from backup didn't make any difference. Pretty weird in my opinion, but at least I found a way to have a functioning phone again.
What was your solution? I am having the same issue and can't take it anymore!
Restored the phone as a new iPhone, restoring from backup didn't make any difference. Tried both approaches a couple of times just to notice that something is wrong with the backup. So, restore your phone and when it's rebooting disconnect from computer and set it up as a new iPhone. You probably end up missing some data, but at least you'll have a working phone. I was able to get contacts back from iCloud and then reload apps from App Store from updates - purchased menu. Oh, and remember to back up your phone to your computer as well as download pictures from it so you won't lose anything that might be important to you.
