We just purchased three iphones. Is there a way to turn off the photo sharing? We only want the pictures to be on the phone that took them, not shared between all three.

If you mean they are signed into the same iCloud account and are sharing the same photo stream, go to Settings>iCloud>Photos and turn Photo Stream off.
The "Upload to My Photo Stream" is turn off. But the photos are still being shared between iPhone and iPad.
Are they all signed into the same account? a yes or no will suffice as an answer.
Check Settings/Your Name/iCloud and turn off Photos/iCloud Library syncing.
