How were 4 icons at tab in new Safari originally chosen?

I found that 4 icons showed up at tab in Safari after I updated my iPhone to iOS7. It seems most people have same 4 icons which are related to "favorits". My iPhone in Japan has Apple, Disney, Yahoo and All About. How were these icons originally chosen? Is it different depend on your country?
