There are no unlocked iPhones sold in Japan, & none of the carries offer unlocking for iPhones. As to the cost, go to Apple's web site for Japan & look it up yourself.

since a few days ago, Apple officially offers sim-free / non-sim-locked iPhone 5c and iPhone 5s officially on the online Japanese Apple-store. you can find details here

as far as I know Apple does not sell any SIM cards or operator contracts, so as far as I know you would have to purchase a sim-free iPhone from the online Apple store, and then take it to a DoCoMo, KDDI or Softbank store and purchase a wireless voice/data contract with the SIM-card for the iPhone there.

hope this helps

Once you put the softbank sim card in it, it'll lock the phone.

Unlocked is not the same thing as sim free.

Unlocked is unlocked, it can always be used with any carrier.

Sim free just means the phone comes without a sim card, it can be used with any carrier, but once you put a sim card in it it'll lock to that carrier.
