Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.
Send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.
I too would like the ability to share folders and/or individual files a la Dropbox.
You can most certainly share individual files now in High Sierra.
Right click on an individual file, and access the share feature. You can set permissions and the recipient does not require an Apple ID for access. You can send the link in many different ways including a plain old fashioned link copied to the clipboard..
I don't know what folders you mean, but you can't share them with others without giving them your ID and password to give them total access of all your icloud data like email, contacts, etc.
This is something for the Apple engineers to answer. I too would like the ability to share folders and/or individual files a la Dropbox.

need to be come more competitive and allow users to manage the share with others. Will have to stay with Dropbox for now.
