Why am i not able to take off my credit card information or click NONE for a payment option?

I have tried for hours,days to try to change my payment option in my ITUNES account to NONE. IT does NOT work. I cannot get the credit card out of there. Meanwhile my daughter is racking up purchases left and right. Why does this not work? Getting very frustrated!!! NOT HAPPY. 😠
