I have some kind f software loop going on that has locked me out of my iPhone 5. Help!

This blue ring moves every time I touch the screen. Siri is working but can't help/ find what to turn off. I have used Siri to make calls and send emails but can't use the touch screen
Ask Siri to "Open Settings," then check was has been toggled on in the "Accessibility" area. You may need to use Siri for some additional navigation in Settings and Accessibility.
I can't get Siri to scroll down in settings
go to settings then general then accessibility and turn off VoiceOver .that will fix the problem
Click your home button three times quickly, this should turn off voiceover.
My iPhone 5 is locked on home screen and has a blue ring that circles the time, then moves to the camera. Then swipe etc. how do I unlock the phone?
